REQUEST FOR TENDER
The Ballyfermot Chapelizod Partnership CLG (BCP) works with and acts
as an advocate on behalf of, the communities of Ballyfermot and
Chapelizod to enhance the social and economic development of the area
and thereby increasing education, employment, and life options for
local people. The Ballyfermot Chapelizod Partnership CLG is inviting
tender proposals for the development of a strategic plan for the

The Executive and Board of BCP wish to appoint a consultant to
undertake the following tasks
* Review the implementation of the **Apply on the website**- **Apply
on the website** strategic plan
* Engage with all stakeholders, clients, community groups, statutory
agencies (as collaborators and funders) as well as BCP staff,
management and BOM to reflect on the achievements and challenges of
the last 5 years to inform the development of a **Apply on the
website** -**Apply on the website** strategic plan
* Draft and prepare a **Apply on the website** ? **Apply on the
website** strategic plan in line with the outcomes of the consultation
and in line with the broad policy and funding context within which BCP
works.
METHODOLOGY
A mixed method methodology is proposed for the work including direct
consultation, desk research and analysis. It expected that
consultations with stakeholders will be a mixture of face to face,
virtual and by phone. Where possible it is proposed that with staff,
BOM and community groups that facilitated workshops will be utilised
to undertake the work.
The Board will appoint a working group consisting of BOM members and
management reps to oversee the development of the strategic plan. The
consultant would be expected to meet with this group at the following
stages

* Initial draft of the strategic plan
* Completion of the final approved draft of the strategic plan

The CEO of BCP will be the main contact point for the successful
tenderer
COST
A maximum budget of ?9,**Apply on the website** inclusive of VAT is
available for this work. Costs should include the cost of expenses and
disbursements, i.e. printing, travel costs, hotel expenses,
consultation, subsistence costs incurred in connection with the work
undertaken.
BCP will make available at their expense rooms and refreshments for
agreed consultative workshops and meetings.
APPLICATION PROCESS
Interested parties should include in their application
* Descriptions of their experience in previous similar projects or
contracts and their overall approach to the work,
* An initial overview of the process, timelines and methodologies to
be used.
* The cost both ex vat and including vat for the delivery of the
outputs in the sought-after timeline. _(Interested parties should note
that BCP is a registered charity and can therefore not claim vat
refunds. Therefore the only cost figure of relevance to BCP will be
the cost including vat, should it be applicable.)_
* List of previous clients for whom similar work has been delivered
and where possible links to or copies of work undertaken
* Brief CV of the person(s) who will be actually doing the work.
